Assessing Constitutional Crisis Impact and Security: Mobility and Research Project


During March 2026, the 18 months long project International Mobility Programme – Assessing Constitutional Crisis Impact and Security(IMP-ACCTS) was brought to a close. In accordance with the project’s thematic focus, participation was for members of the academic staff working in the field of public law.

Within the framework of the project, the following research mobilities were carried out: Professor Violeta Beširević (University of Cagliari, University of Siena), Professor Jelena Jerinić (University of Salento, University of Cagliari) Professor Tatjana Papić (University of Milano-Bicocca), Professor Marko Božić (University of Siena), and Professor Srđan Milošević, PhD (University of Siena, University of Cagliari).

Within the framework of the project, two summer schools for senior scholars (Advanced Skills) were also organized, one in Siena (July 2026) and the other in Como (October 2026). At the summer school in Siena, Professor Srđan Milošević participated with the presentation entitled “The Role of Historical Narratives in Constitutional Design amid Constitutional Crises and the Pursuit of Security.”

At the summer school in Como, Professor Violeta Beširević delivered the opening lecture, “Unpacking Constitutional Crises and Democracy,” while panel presentations were also given by Professor Marko Božić (“Challenging Constitutional Secularism in the Age of Religious Revival: The Case of Montenegro”) and Professor Srđan Milošević (“Constitutional Crises as Catalysts for Constitutional Change.”)

The research stays of the academic staff at Italian universities also encompassed teaching activities.

At the University of Cagliari, Professor Violeta Beširević delivered a lecture entitled “Militant Democracy and Human Rights in Digital Society.” She also taught two short courses at the University of Siena: one for Master’s students, devoted to issues of militant democracy, and another for PhD students, entitled “Constitutional Perspectives on the Derecognition of Seceding Territories.”

Professor Tatjana Papić likewise delivered a course for students at the University of Milano-Bicocca entitled “International Law, Narrative, and Cinema: Exploring Legality and Responsibility.”

Professor Marko Božić also delivered a lecture for PhD students at the University of Siena’s Winter School for Junior Scholars on “Constitutionalism and Secularism in the Western Balkans from a Historical and Comparative Perspective.”

The final conference of the project was held in March 2026 at the University of Cagliari and was attended by Professor Violeta Beširević, PhD, Professor Jelena Jerinić, PhD, and Professor Srđan Milošević, PhD.

The Union University School of Law also hosted colleagues from the Italian partner universities participating in the project: Professor Giammaria Milani and Professor Alessandro Palmieri of the University of Siena; Professor Gianluca Pusceddu and Dr Angela Tomaino of the University of Cagliari; Professor Marianna D’Ovidio of the University of Milano-Bicocca; and Professor Ubaldo Villani-Lubelli of the University of Salento.

The mobility project was of great importance for the Union University School of Law, as it strengthened international academic cooperation with renowned Italian universities and increased the international visibility of our School.

Beyond the immediate mobility activities, the project also created a solid basis for future joint initiatives, including research collaboration, academic exchange, and other forms of institutional cooperation, thereby contributing to the further internationalization of the School.
